Make sure you're logged into your Adobe ID in the Creative Cloud desktop app (in the menu bar on the Mac, or the task bar in Windows). Click the "gear" icon > Preferences > General > Sign Out. Then sign in with your Adobe ID.
Thank you Steve. I did try that. I also logged in as a different user on that workstation but the palette was the same.

You didn't say whether you are on Mac or Windows but I'm guessing Mac.
The next possible solution has worked for me: Creative Cloud actually runs several different processes. Sometimes one of the becomes "stuck" even though the rest are running.
Open up the Activity Monitor (Applications > Utilities). You'll see about eight or so processes that have the red "Creative Cloud" icon beside them (you see three of them in this screen capture).
For each of them, click on their name, and click the X icon and choose Force Quit:
When finished, you can quit the Activity Monitor.
Then go to Applications > Adobe Creative Cloud and launch Adobe Creative Cloud.
See if that reconnects the CC Library process.
Hi Steve. Yes you're correct, I am on a Mac. So this was a really good suggestion, but before I was able to try it, the user restarted his Mac this morning and the libraries are showing up now. He reported problems with the libraries this morning in all applications and because of that he restarted. I believe that logging him out of creative cloud yesterday and another user in, then back again, combined with the restart this morning, fixed the issue. All the preference files had been restored to their originals because rebuilding them did not fix the problem, so I don't think the preferences were the cause. At any rate, the problem appears to be solved. I really appreciate all your help.
For most people, restarting your computer and/or updating your CC desktop file will solve the problems for most people. I don't usually recommend the Activity Monitor although I know it works because I've used it for testing many times.
