Lightroom catalog needs to be saved on a local drive.Please refer similar detailed thread Lightroom on two computers and let us know if that helps.
Also Which version of Lightroom are you using?

Thanks, I saw that post but technically I would think the Dropbox file, catalog, and photo library is duplicated on each individual machine and updated by Dropbox, and correspondingly be not considered a network drive. I will use only one at a time, not both computers simultaneously.
I'm thinking it could be solved with a file pointing technique of some sort?
Converting from Picasa where it worked as I'd like.
To point Lightroom to a different location for the photos, follow these instructions:
Note: if the catalog is constantly being synchronized in DropBox, you will most likely have to follow these instructions every time you open the Catalog on a different computer.

At the same time, I also installed Lightroom on MAC FIRST with a new catalogue and pointed the windows machine to that catalogue in Dropbox. It seems to work without the need to find any lost files. Maybe Windows 10 has some features that help it recognize the catalog better than MAC?
