Would suggest you to install or repair Microsoft Visual C++ Redistributable 2012 Update 4 and then, check: Download Visual C++ Redistributable for Visual Studio 2012 Update 4 from Official Microsoft Download Center

I think I might have removed something related to Visual C++ from my windows. Do you think this is causing this problem. I reinstalled my lighroom twice. Do you think I lost all my catalogs already? I have made a backup of my file from Pictures/Lightroom/
No, reinstallation does not affect catalogs at all. So, your catalog would be there at their original place.
You just need to update the Visual C++ from the link that I shared as this is generally required after Windows 10 upgrade and you should be able to open Lightroom after that.
