While the price is not posted for the yet to be released i7-6950x, it will probably be around $1500 US. The e5-2695v4 Xeons are out and a pair of them would cost around $4800.

Obviously there is some speculation required for commenting on parts that have not even shipped yet, but it is safe to say based on previous similar earlier generation parts that the best option for Premiere/After Effects would be an overclocked i7-6950x given the two choices provided.

First of all the E5-2695 v4 is listed as 18-cores.  Premiere/Microsoft does not support more than 18-cores so a second on would be an absolute waste of money.  You might want to search the forum for the details.  A single one might do better than the new i7-6950X would be able to do slightly better, but until there are units being delivered it is hard to say.

The 6950X 10 core will be the better CPU for most workflows with Premiere and many with AE. The i7 CPU is unlocked for both the cores and ram. The higher clock speed impacts GPU acceleration performance significantly. I would suggest planning on that CPU.
