I really don't understand what you are trying to do. Please try explaining with more detail and more pictures.

First, the Active Camera is the only camera that will render.
Second, you can set in and out points for multiple cameras to switch between multiple cameras in the same comp.
Third, using AE as an editing system for multiple cameras in a single comp is an extremely inefficient way to work and will lead to multiple problems when you try and make changes. The best option is to set each camera up in a separate comp, render the comps and edit them in a NLE.
If you need to make multiple moves with a camera, and it sounds like your are matching first and last frames, and you are having problems with the camera moves it's a good idea to add at least one null to the project and make that the parent of the camera. This is a lot more efficient way to make a camera move in multiple directions. You can string a bunch of nulls together to control the camera. I do this all the time with complex moves.
