Are you working with a solid layer with a mask or with a shape layer?
If it is a shape layer, you may be animating the wrong position parameter. There is a position parameter for the ellipse path's position inside it's shape group. There is a position parameter for the shape group. There is a position parameter for the layer itself. You want to animate the layer's position parameter instead of the other two.

I tried to change all the differents parameter but the Light effec don't move anyway...
Hmmm. Perhaps the CC Light Rays effect works in composition space when it's applied to a shape layer. I haven't tried it myself.
You may need to tie the position of the light rays center to the position of the ellipse with an expression and then add your animation on top of that.

Link the positions with a pickwhip expression. And generally I would advise using a shape layer for this, simply use the good old Circle effect on a solid. That way you avoid coordinate issues in your expressions and can control things like the edge feathering to create a nice falloff on your rays plus possibly add variation e.g. with a consecutive Roughen Edges applied.
Yeah I supposed that but I don't very comfortable with expressions... Did you know how to do that or where can I find a tutorial ?
