I am at 18.104.22.168 x64 Build.
So, really I need to be figuring out how to update my App.

What I see here is with no doubt the splash screen of the 2015.0.0 version. You should uninstall and reinstall InDesign through your Adobe Application Manager on your PC.
You should NOT be using the Adobe Application Manager. You should be installing updates through the Creative Cloud desktop app. It's found in the menu bar (Mac) or task bar (Windows).

It gives suggestions for how to reset your desktop app if you're not seeing the latest updates or how to reinstall it if necessary.
Try signing out and back in before doing anything drastic.
True, it's one of my old bad habit to call it that way , but of course I was talking about the Desktop manager.
My issue was finally identified and resolved. I was not getting software updates (and missing out on updated InDesign Accessibility options) because my Application Manager Updater was corrupt. One of our 'never say die' IT guys spent Friday and this morning working this out.
