Thanks, Chetna! I followed the process and reset my Lightroom Preferences.
Hopefully, the import dialog won't keep opening up.

Unfortunately, resetting my Lightroom Preferences didn't solve the problem.
I did restart Lightroom. Later, after my PC went to sleep, and then woke
up, it opened in the import mode as it has been doing.
Later...the update didn't solve the problem either...

Do you have any external drive plugged in, may be USB, card reader, external drive?
If yes, please unplug them and then, check.
If not, restart your machine once and create a new catalog> import a couple of images for test and then, check again.
That might be it. I do have an external HD which is plugged in all the time
and turned on. I do a nightly backup of my images on that HD.
I unplugged it, restarted my PC and turned on LR. I didn't get the import

Check the external drive for ANY picture files that are located at the drive root (i.e. not in a folder). Use Windows Explorer, click on the drive, and check for any picture files that are not in a folder. If there are I suggest moving them only from inside LR to a new folder location. Windows Autoplay is set to open them in Lightroom when the below Preferences option is checked. Also make sure there isn't a file named Autorun.inf at the drive root. This should stop LR from launching the import module with the external drive connected.
I did check the external drive and there were no picture files at the drive
root (that weren't in a folder). I did find four autorun.inf files, but
none of them were at the drive root, so those should be ok.
I've been using Lightroom since it first came out and I never had this odd
problem before. I've been trying to think what is new or different. Maybe
some update? It's just been happening for the past month or so.
Also, it doesn't happen every time the PC wakes up from sleep or a restart,
or when I open Lightroom. It happens randomly.

LR appears to detect your external hard drive as removable media. The simplest solution is to uncheck the below setting in LR Preferences. After making the change close and then reopen LR to apply the new Preferences setting option. You'll need to click on the Import button when adding new pictures to your LR catalog, which is my preference.
Thank you very much! I think that was the issue since that's what I did
yesterday and it hasn't opened up in import mode again since then..
After Note, I looked in 5 places then thought, oh yeah check Windows 10 (or other) AutoPlay action for media inserted. Turned it off in Windows Control Panels and now it's fine.
Home search, "autoplay" and you will get the settings in Windows 10.
