1- Quit creative cloud desktop application.
2- Mac User- Open activity monitor (utilities> activity monitor)
Windows User- Open task manager (right click and task bar)
close all the Adobe processes like-(Creative Cloud, Core sync, CC library, Adobe Desktop Services, Adobe IPC broker, Adobe Crash daemon etc)
3-Relaunch creative cloud and check the status of Apps
If it still doesn't work use cleaner tool https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html
Restart the computer and retry.
