Could you please let me know the exact version of Lightroom installed on your computer?
Did you try fo File>Open Catalog, do you get any error?

I do not get an error; the catalog I have open closes, and then Lightroom does not reopen with the selected catalog. It worked fine until the latest update.
Open recent doesn't work, either.
and now I can't edit in Photoshop.
OK, here is what I did to fix the issue:
Tried to open Creative Cloud. It would not open.
Ran Creative Cloud as Administrator. Closed, rebooted several times.
All is working as it should now.
scubamarli - Could you elaborate on how you ran Creative Cloud as Administrator to fix this issue? I've been have this exact issue for months after I did a CC update. I kept thinking it was a bug they'd fix in a later release but it's been really annoying me lately. I'd love to be able to use File->Open Recent or File->Open Catalog from inside Lightroom again. Thanks!
Right click on Creative Cloud (I am running Windows 7), select Run as
Administrator. Update if needed, and reboot.

I'm running Lightroom 2015.6 on an iMac with OSX 10.9.5 and I have the problem.
I'm also running Lightroom 2015.3 on MacBook Pro with OSX 10.11.5 and don't have the problem.
