Licensing Creative Cloud products on a shared computer

I have a computer in my business that is used in a photo room.  This computer is used by 3-5 people to take photos and we need to edit those photos using Photoshop.  How do I license this shared computer now that Photoshop is not offered as box product anymore?  This photo room computer isn't the primary computer of any user in my office, it's truly a shared computer that is used probably a few times a week.

I've tried all avenues I can think of to get an answer.  The Adobe rep said that they no longer license a machine and that I'd need to get a license for each user that planned on using this machine.  As I mentioned, this is a shared computer so licensing up to 5 people to use as a convenience would cost over $1,700... per year!  This financially does not make sense.  So, after much testing, we've moved on to a free platform, GIMP.  Yes, I know GIMP isn't photoshop but for our shared machine the software does what we need.
