I need to choose a destination in CMYK
Neither Generic CMYK nor Photoshop 4 Default would be appropriate for newsprint.
If the destination is newsprint use a newsprint profile like US Newsprint SNAP. Also you should set the document up with the destination profile assigned so that you get the correct screen preview and, if needed, you can export to Document CMYK. Also if you are converting images to CMYK elsewhere use the same destination profile when you make the conversion from RGB.
"Generic CMYK Profile" only ships with Macs. The print house should be either providing or recommending an appropriate profile, not "Generic CMYK Profile". Did you say this is for newsprint? Because that would make it even more unprofessional. Newsprint, with its high dot gain and low total ink limits, requires specialised profiles.
The only other possibility is that they're using a device link profile from "Generic CMYK Profile" to the proper profile, but I doubt it. It would render Windows users unable to meet their specifications.
