Is there is any specific error that you get while accessing Creative Cloud? Please try the steps mentioned on Adobe Creative Cloud desktop app doesn't open or shows a spinning progress wheel.

It's likely more due to a very more complex fix after SP2013 if you have o365 or perhaps some of the recent components.
I had support help they controlled my machine and it's not just a rename to old and you're good; win10 pro, 64-bit on a Dell Latitude E6330, i7 intel, dual cpu.
I recommend to anyone with this problem get support, the agent knew the routine really well and it took about 15-minutes with a reboot.cheers, tom
