Why is CUDA never available when I first open Premiere?

I have an EVGA Nvidia GeForce 760 graphics card. Whenever I first open a project in Premiere CC after booting up Windows 7, I get a message stating that the project was last opened with CUDA enabled, which isn't available on this machine, so software acceleration shall be used instead. Then once I open the project and go to the Project Settings, sure enough, CUDA is not available as a renderer.

However, once I close Premiere and start again, I don't get the message, and CUDA is available in Project Settings again.

Although it's not a major issue, it's really frustrating starting my working day by having to open Premiere twice.

Does anybody know what's causing this? I've Googled the hell out of it but can't find an answer.
