You should be aware that HTML extensions and C++ plugins are two different things.

from my view you should devide CEP in Plugin(s) and Extension(s). The Plugin is the C++ part using the SDK (somehow backend) and the Extension is the UI - sure you can do same things here and there.
So the HTML extension can do everything you can do with HTML and JS - so, 1) and 2) actually.
There is the CSInterface for communication between Extension and Plugin, so you can send a notification HTML<->C++, pass it and do 3)
I want to achieve the same but my plugin is filter plugin for Photoshop. Is it feasible?
