it is unclear if you use actionscript (swf) or canvas (js+html) to achieve your goal.
(animate can do both)
I'm using Js+html
And to the page automatically adjust to the browser. As was done in the export SWF to JS + HTML language.

You can do it with CSS. In the head of your HTML just add
Or add it inline to the canvas element. Like <canvas id="canvas" width="640" height="360" style="background-color:#FFFFFF; width:100%"></canvas>
