HTML as placeholders

Though Snippets are good reusable components, there are requirements where one complete topic would be required as a reusable component. Can we use HTML in placeholder? If yes, what is the syntax of it? Request you to help me with it.

Two options.

1] Create the whole content as a snippet and insert it into blank topics where required.

2] Create a topic and save it in Resource Manager. It can be used multiple times in one project or multiple projects.
