This would be the first thing I would suspect. You are very out of date and are running the buggiest version of AE there is! I'd highly recommend updating to 13.7.1
HI sorry , I was away for a while,
I updated the AE to the latest version and it is still doing the same, I mangeed to run AE twice today - for 10 sec and 17 sec respectively.
Can you guys please advice on what is going wrong?

The faulting module is a Microsoft Visual Studio thing. You might consider seeing if you have an update available for your OS. (Which Windows OS are you running, by the way?)
If Windows doesn't think there's an update, you might look to see if you can get a Microsoft Visual Studio install from Microsoft. But before that, maybe running Microsoft's System File Checker would help (there are instructions on that page for everything from Windows Vista through 10).

I did all the steps you suggested,
after running system file checker the outcome was: Windows Resource Protection did not find any integrity violations.
I had no updates available
I installed visual studio form MS website but the problem continues,
I realized after effects crashes only when I press Play in Preview tab - after it scans a few seconds of the footage it just disappears.
as per the files attached earlier.
Then I'd suggest contacting Adobe support to see if they can figure out what it is. Please let us know what they find out!
you need to go through following steps for the clean installation on windows-:
Uninstall ALL Adobe product(s) from “Control Panel\All Control Panel Items\Programs and Features”
Then follow the below steps:
Run the Adobe Cleaner Tool-- https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html
Go to RUN (Windows key+R)
Then Go to following paths:
C:\Program Files\Common Files\Adobe*
C:\Program Files (x86)\Adobe*
C:\Program Files (x86)\Common Files\Adobe*
Note: Some folders are hidden make sure you Unhide all the folders before performing the steps

*Please take backup of the registry and delete the backup once everything seems to be working fine.
all ideas failed - Adobe support advised to reinstall entire windows
