Brand new PC, never an adobe product in it short 15 minute life, same problem.

Please reinstall Microsoft Visual C++ 2012 Redistributable Package (x64) using this link:  Download Visual C++ Redistributable for Visual Studio 2012 Update 4 from Official Microsoft Download Center

did that and deleted the %temp% folder content and it worked after a restart. jut needed to update and it installed and opened fine
