Deleting the Lightroom app does not delete the photos! The photos on the cloud are only proxy copies for what you have on your local disk.
okay well when I go in now it says 0 photos? I don't know where they are but the folder is definitely empty
All your images are stored in a catalog locally on your computer.
Refer Recover catalog and images after resetting preferences in Adobe Photoshop Lightroom and locate your correct catalog.
Lightroom manages basically a database. The database contains the image preview and the Lightroom settings, but not the original image. That may reside even on a removable device and is only needed during export.
This is quit complicated to understand for novice users and is also the reason, why moving images "out of Lightroom" is a bad idea.
Concerning your problem I suspect that you did not load the correct Lightroom catalog (ie database).
Your images should still be available on the disk, where they have been originally stored. If you deleted the catalog, you will however not recover the Lightroom changes you did to the pictures.
Which version of Lightroom? Are you using the full CC Photography Plan, or just the free app?
