Did you crop in the PDF?
I am not 100% certain what your problem is, so tell me more if I am wrong. In my example below, I have a cropped PDF. If I place it in InDesign and select Crop to: Bounding Box (as in your example), the entire image comes in. Cropping in Acrobat is temporary and can be uncropped. When I choose Crop to: Crop (as in my example), it only comes in with the cropped area (in my case, the part in the marquee.)
Play with these settings to see if you get the results you want and report back.
When I place a PDF into InDesign, I keep it multi-page and choose All Pages. But that does not solve your problem.
What does the PDF look like in Acrobat? What do the other pages look like?
Did you go to Pages panel > select all the pages > Right-Click > Extract Pages > Extract Pages as Separate Files? If not, try that method. It will ask for a destination folder and will create a named file for each page.
You can do it for just the one offending page if the others are working.

Yes! Your answer was likely the reason- I must have cropped the pages in acrobat and forgot it, thats why they were showing the cropped version. thank you!
