It should be the identical process in version 14. All of the tools they show in the tutorial are the same as in version 11.
On the other hand, the tutorial is more of a tease than an actual tutorial. It's not complete, since it tells you to keyframe the animation but doesn't tell you how to do that.
Do you understand Motion keyframing animation?
Result could be quite disappointing as the footage has to be scaled up quite a bit unless
you use footage that has more in height and width as your project. Say 1920x1080 in a 1280x720 project.
After adding your video clip , Go to applied effects on the right side of the application
Under Motion category there is a slider for rotation and rotate left, right options are also available to rotate your video
