Flash Player is a completely free product.  At step 3 the installation is complete, unless an error was returned.  The offer is completely optional.

Please go to Flash Player Help  and click Check Now.  What version is stated as being installed?  If it's 21.0.0.242 you have the latest version.  If not, please provide the operating system and browser (including versions for both) that you are using.
