What model of camcorder is this video from and what resolution is it?
If this is from a non-camcorder site, it's quite possible the video has variable frame rate.
To correct this issue, convert the video to a new MP4 using HandBrake, a free download. Make sure that you set the output, under the Video tab, to Constant Frame Rate, per this illustration.
I recorded the video on Go-to-Meeting. I have had no problems with videos I record myself. I download the MP4 on my computer and there is no problem. When I load it into Premier Elements, that is when the problem occurs.
That is as I said.
If you use Handbrake to convert the video, your problem will go away.
