Please see the thread Can't see the Apps tab on my Creative Cloud Desktop
Please follow the below mentioned steps to fix the issue.
Steps to fix the issue :
Go to location :
MAC:- /Library/Application Support/Adobe/OOBE/Config
Windows:- C:\Program Files (x86)\Common Files\Adobe\OOBE\Config
Open file “ServiceConfig.xml” with text edit/Notepad and make the following changes
<config>- <panel> <name>Apps Panel</name> <visible>true</visible> </panel> </config>
Save XML file (we need to change the False value to True).
If the issue is not fixed by above Solution then please rename the serviceconfig.xml file
Note:- Before performing these steps kindly close all the Adobe applications and sign out of Creative cloud desktop app.
I ended up piecing together a solution using info from a comment in this thread you linked: Can't see the Apps tab on my Creative Cloud Desktop
It was not the "correct" answer from that thread. The solution that worked for me I will summarize here:
1. Go to your ...\AppData\Local\Adobe folder
2. Delete these folders: AAMUpdater and OOBE
3. Run the CC cleaner tool found here: Use the Adobe Creative Cloud Cleaner Tool to solve installation problems
4. Select "Creative Cloud only" and remove only creative cloud
5. Reinstall creative cloud

Thanks, this worked for me. I had to sign out, change the file and then restart my computer for the changes to take effect. Once I signed back in, everything is working great. Thank you for a simple answer to a silly problem!
