You need to select an image from Library Module and then go to Develop Mode, so you edit the image.
Also, you can select the images from filmstrip which is located at the very bottom.

If no image shows in Develop, it is usually caused by GPU problems, or a defective monitor profile.
First, try to disable the GPU by going to Edit > Preferences > Performance, and unchecking Use graphics processor.
If that doesn't fix the problem, try setting the monitor profile to sRGB:
Press the Windows key+R, enter colorcpl, and hit Enter.
Add the sRGB profile, then set it as Default profile. See screenshot (from Windows 7) below.
If this fixes the problem, you should ideally calibrate your monitor with a hardware calibrator.
