Problems installing Flash Player in Windows Server 2012 R2

In IE (latest version and using Windows Server 2012 R2. It says IE already comes with Flash player built in. However, when I test it, it says 'Flash Player is either disabled or ActiveX filtering is on'.

ActiveX filtering is turned off, and when I go onto the 'manage plug ins', 'Shockwave Flash Player' is not listed there. I've looked under 'all addons' and 'run with permission' options.

It won't let me install it because it's 'already installed' but I can't see it there or enable it?

Any help would be greatly appreciated.
