Log out of Premiere Elements on your old computer. You don't have to remove it, but you'll no longer be able to use it. Then install it and log in on your new computer.
You can have Premiere Elements activated on two of your computers at once.
Thanks for the response. I'm not very tech savvy at all so my apologies, how do I log out of Premiere Elements on my current computer? Is this something I have to do in the program? Or is it something on the Internet?

It is "in the program" and should be on the Help Menu. I have version 13, so am not exactly sure of the wording in your version. Look for something that suggests "logging out". When you choose the option your computer needs to be connected so a message can be sent to Adobe's systems that keep track of your use. They want no more than two computers using the same serial number.
If you have not installed your copy on more than one computer, Adobe allows you to install it a second time using the same serial number on another computer. There should not be issues until you try to install it on a third computer. Then you will have to "log out" of one of the first two in order for the third to work.
