Try removing the ! from Front (1!). If everything has "hide siblings" on, then it can lead to cases where everything is hidden. This way you should always have Front as a default.
I'd also be careful - if looks like you have a background layer called "Head" - it's possible CH is recognizing that as a Head too and that's messing stuff up. Usually we recommend Head should be a group that contains all your head parts.
If you're getting neck detachment, yes I'd either a) move the artwork over in the psd to compensate, or b) adjust the face values. Note that each view currently needs its own face and lip sync behaviors, so you'll have to adjust them in 5 different places each.
In Preview 3, Head Turner matches layers named "front" including layers like your "Scarf front". To avoid this problem, Preview 4 (coming out early summer) will only match on "Frontal". For now, except for the "Front" group itself, just rename all the layers with "front" in their name to something like "frnt".
Also, to make sure lip sync & facial features are working in all views, make sure you have both Lip Sync & Face behavior applied:
1) at the root (this is the default)
2) on all the views except for Front (which is the first one, so it's covered by the root ones) -- i.e. Left/Right Quarter and Left/Right Profile
Again, Preview 4 does away with this complexity -- the root pair will apply to all faces & mouths within the puppet.
