Your description of what you tried does not detail what you actually tried, which makes it almost impossible to know what you might not have tried.
App doesn't open | Progress wheel spins continually
If you need further assistance , ;let us know if you are using Wired Ethernet Internet connection or Wireless/Wifi Internet connection.
If you had installed Security suites like Mcafee , Norton..etc disable their smart firewall temporarily and then Quit and relaunch Adobe Creative Cloud app and check.

1)Navigate to C:\Windows\System32\drivers\etc and look for file named hosts inside etc folder.
2)Copy the hosts file to Desktop and open the same with notepad.
Let me know whether you can see any Adobe related entries inside Hosts file like 127.0.0.1 activate.adobe.com.......etc??
