Why isn't the student program available in Slovakia ?

Hello,

After a long time, i decided to buy the full CC program for students for 16.25€. But it was gray and i can't find a answer why is it so, and today i found out that it isn't supported in Slovakia, but why ? I'm ok with 16.25€ per month but not 59.99 €! The document where I found it is from the year 2014, when will the student program available for Slovakia, please ?
