Is there a spot on your video timeline in which there is a blank space with no video clip?

yes. it always freezes at 4%.
This video is a mixture of still pictures with audio (songs) with a few video clips throughout. There is no space where there is a blank space.
i do not have a stop marker at the end of the movie. i didn't know to do that.
Have all of your photos been resized to no larger than 2000x1500 pixels in size (72 ppi)?\
Is your music only in the WAV format?
What model of camcorder is your video coming from and what format is the video file?
Do not put a stop marker at the end of a movie. That can cause problems.
some of the photos are smaller than that, some are slightly larger than that (2048x1536) and i have a few that are high res (5662 x 3779).
all music is mp3. i have one .wav file of a voice recording.
some of the video is from an older JVS camer and the video is .vob and some of the video is from a newer sony HD video camera and the video format is .mts
i have been able to render the video and make a mt2 file that i can play on my computer but it won't make a DVD.
Start a new project and import that MTS file to your timeline. (You can even do a Save As and save a copy of your current project -- replacing the video and audio in this copy with the MTS.) See if you can output your DVD (or an ISO) from this file.
I just tried that. It still gets hung up at 4%.
Then something is going on with your system. Not the program.
How you recently run Disk Cleanup and Disk Defragmenter? I know that seems petty, consider the side of your drive and processor power -- but video editing uses large chunks of memory, and fragmentation can keep it from doing so.
It's still so strange that it always stops at the same spot.
Try creating a new project and use your MTS as your only video. Add scene markers and a menu and try creating a DVD or ISO of your project.
i found an old thread with the same problem with 13.1 and it said to uncheck Intel HD Graphics 2000 and Higher preference disabled in Edit Menu/Preferences/General.
i unchecked that and then it worked.
