What is your screen and OS plus Lightroom version (look under Help>System info please)??
Does this happen with other tools??
Does it happen after shutting down and reopening Lightroom??
I have the same problem. All other menus, same as White Balance, are not on their places))

This only started to happen after updating lightroom this morning and now this box pops up in this position every time.
You might also experiment with different UI zoom settings in the OS Display settings. Maybe it works for some but not others. That info would be useful for Adobe to know when trying to reproduce the bug.
