What is the exact workflow and the current status of sync on your Lightroom desktop?
The LR mobile apps are designed to run on Android and iOS devices. You obviously know that the service runs in the desktop version by synchronizing collections. Why not use the link below to log-in to your LR web space to review what’s in the cloud.
If you want to clear everything, in order to re-sync, go to the LR Mobile tab in preferences.
Lightroom Web doesn't appear to be the same as Lightroom Mobile, which is supposed to have the Instagram option. You click the photo, click an Upload button, Open In, and one option is supposed to be Instagram.
I have a feeling the stuck sync is the main problem. Been like that since yesterday. I did go to the Preferences, as mentioned below, told it to delete all content, then it asked me about deleting my sync'd catalog. Wasn't sure what that meant exactly, catalog, so didn't go there. Didn't see any way to remove the photo in Lightroom Web.
I have an Android, but thought I could use Lightroom Mobile from my desktop directly, but maybe not.

On the sync, per that article, I created a collection that syncs with Mobile. I do see the photo in my Mobile app, so not sure what is stuck.
Well, I resolved my sync being stuck by removing a sync to mobile setting from another collection. Unfortunately, my LR Mobile doesn't have the Open To option for Instagram mentioned in the article. Have a feeling that is an Android thing, as I tried on two devices.
