What version of RAW do you have with that very old version of P.Elements?
Depending on the camera, and the version of RAW you have with that very old version of P.Elements, you will either need a newer version of RAW, or a newer version of P.Elements... or both
Which camera make and model are the Raw files from?
Every camera model has a different Raw format which Adobe supports with different updates.
Camera is a Nikon D3200. JPeg downloaded ok but was advised to use RAW for better editing control in APE 8

The D3200 was first supported in Camera Raw 7.1 which is only compatible with Elements 11 and later. So you'll never be able to open Raw files from the D3200 in Elements 8.
You have a couple of options:
- Upgrade to Elements 14 (current version), or
- Download the free Adobe DNG converter, batch convert folders of D3200 Raw files to DNG format then edit the DNG files in Elements 8. An extra step for you but no extra extra cost.

Option 2 of the above looks well beyond my abilities.
