Using Acrobat to create a Web based course with accessibility

I need to create a web based course that is accessible to those using readers.  Does Adobe have this ability?  If so how is it done and is it easier than Captivate or InDesign?

Adobe is a company not a product. When you say "does Adobe have this ability" do you mean "does Acrobat have this ability"?  If so... Acrobat isn't an authoring tool. You'd still use InDesign, Word or whatever to make the PDFs tha Acrobat works with.

Not sure what specific advice to give - can you explain what exactly you means by "readers"? And "accessibility" as this can either mean "able to be used" or have a very specific legal definition about access by apps and people with vision difficulties?
