what's the size of your catalog file? How long did you wait? Optimizing a catalog can take a very long time. On my regulary optimized 6 GB catalog it take more than 15 minutes. Perhapst you should give LR an hour, or two or a night.
The catalog file is 1.69GB and I have waited for four hours with no progress and the task manager shows LR using 25% cpu but no disk activity. BTW, Catalog optimizing does work and I regularly optimize it. Checking integrity during the backup catalog procedure is the part that won't complete.
I have had the same problem, since I upgraded to the last update. I'm running Windows 7 professional. Have the whole Adobe package. I and I'm sure you, don't have the time to wait overnight for a catalog to be optimized, when I've just come upstairs to work and the catalog tells me this, over and over again. And...I have given it a night to optimize. I don't mind, but not everytime I turn on the program or leave the computer on, wake it up and I get this message. How can one work!

No, I just created a new catalog. The one it was checking was pretty big. I’d let it go overnight and it would finish, just very slow and it would do an integrity check whenever I opened it. My new catalog is fine, so I’ll just put old collections in the new one as I need them.
