Nope. There's no preference file at all.
To clarify, since reinstalling this program, I haven't been able to start it properly at all.

Also , may I know whether you had followed below steps to locate Preferences folder?
Press Windows button (located between Ctrl and Alt buttons) along with R button together at a time , you will get a run command window.
Type in below command and hit 'Enter' key.
It will open folder named " Roaming" .
Navigate to Roaming> Adobe > Lightroom > Preferences ,

Yes, I had followed the first person's suggestions (and then double checked with your method) and there were no files at all in that folder.
I'm using Windows 10.
You had mentioned that you updated Visual C++ re-ditributable package.
have you installed 2013 version?
Please post screenshot of the loading screen, sometimes this issue occurs due to other reasons like catalogs, user account specific issue, system files.....etc
Also , try launching Lightroom from different user account once.
Along with that , make sure Video card driver is up to date , Windows is up to date.
Updated all C++ redistributables including 2005, 2008, 2010, 2012, 2013, and 2015 both x86 and x64
Tried with another account, problem persists. Windows and video card are up to dates. There is still no preference file.
There is no loading script text thing on the screen that it crashes at.
