    Image did not download but I was charged


      On June 16 I reported a problem with an image that did not download to my computer.

      I was instructed by the chat representative to wait 2-3 hours because Adobe and related services were experiencing system maintenance and the IT/Web team was working on it.  I have a transcription of the chat conversation.

      I waited until late at night but I needed the image anyway to illustrate a post that was scheduled to be posted on that same night.

      So I logged to my account/license history and tried to download the image again.  I tried 4 times until I finally got it.

      But now I have been charged for 3 licenses above the one I needed.

      How can I get a refund, since it was not my fault
