Adjustments causing lower quality / flickering on video?

So I shot a short video on my Canon 70d and edited in Premiere Elements 14 on my MacBook. To some of the scenes, I made minor visual changes (mostly color / lighting corrections).

Yet when I playback those scenes both in the timeline, and when I exported the video, they look like they are flickering. And much lower quality than the other scenes that are unedited? Any way to fix this or figure out what I did wrong?

I can't really use the edited scenes original footage as it just doesn't look the best.
