I suspect that reinstalling Lightroom isn't going to make a difference. Can you clarify where the second hard drive is not displaying? Is it in the library module, or is it in the import dialog? Have you actually imported images to this hard drive?
Does that external drive show up in Explorer, the Windows File manager?
If not then Windows isn't seeing it and if Windows doesn't see it then LR won't.
Drive shows up everywhere else, including FROM at top of right column.
Develop module. This is the drive where I store all my photos (none on
internal). Whether I import from this drive, or from a card, it does not
appear. My other (backup) drive shows up, but that's not what I want to use
for my main destination. I can see it's name by clicking on "into
subfolder" above, but it shows a subfolder I don't want and won't let me
see all my folders on that external drive. Lightroom useless unless I can
let it know where I want to store my photos.

Please open the import window, click the Import button and post a screen shot of the Destination area. The Destination area only shows up if you have Copy as DNG, Move or Copy selected at the top. If you have Add selected then the destination area isn't in the right hand panel.
The left hand panel should display all drives connected to your computer and any network drive you have Mapped a letter to.
