No, but you can use Shape animators if you convert your mask to a shape.
Since masks themselves don't produce any renderable outlines and just clip out transparency, what would that be good for? Any such stuff is specific to effects that render strokes or for that matter shape layer strokes as well.
You can do it with the Vegas effect, but I don't think that's what you're asking for. As Rick says, Shape layer with the Trim Paths modifier is probably what you want.
The offset is affecting how the Saber plug in renders. It doesn't actually do anything to the mask itself.
Offset without an effect doesn't make any sense.
If you are wanting outlines without Saber, the you could use the Stroke effect. The start and end will act as the offset.
Vegas is another option.
I didn't even think about shape layers im a noobie in after effects still so trying to learn thanks alot!
