Go to Lightroom Preferences >> Interface (tab)
Try a setting of 150%
After making the change, you need to quit Lightroom and re-launch for the change to take effect.

I followed your instructions, but on Preferences >> Interface (tab) there is no choice of percentage increase in “UI TEXT OPTIONS”.
Maximum selection is “LARGE”. And that is my setting.

Yes, even drop-down dialog boxes text is tiny.

You seem to be using an older version of Lightroom that doesn't have so many options for font size.
But since this happened after upgrading to Windows 10, I suspect that you had font size set to 125% or more in your previous version of Windows.
Go to Control panel > Display, and try setting the font size to 125 or 150%. You can also set a custom font size.
And, BTW, your screenshot didn't come through, you can't use email for that.
To post screenshots you need to visit the forum with a web browser.

My problem is not my normal desktop fonts. Those I have adjusted as you say and as well by going into “Display” in “Control Panel”.
It is the TOOLBARS and fonts in THEM that are miniscule.
Would appreciate any further recommendations?
Just to make sure - you are using the same monitor as before, and at the same resolution?
Yes, same as before.Nothing has been changed except the Operating System from Windows 7 to Windows 10.This has also happend in COREL software and everyone is baffled.
