Do you have your system set to save all 1:1 previews in your catalog forever? I set mine to delete every 30 days so I don't have all that stored somewhere in a cache with LR.
Beyond that, if your photos are being stored on an external I wonder if there is a bus speed issue with that external drive?
Or if it's all being stored on your local drive with the applications and OS, maybe it's having some form of conflict with something from the OS or a partner app? Do you see these performance issues when all other applications are off? Just think-tanking with you here as it seems that no else had responded yet.
Hope one of those is the solution.

If it was better with LR 6.x before upgrading to 6.6, I suggest to roll back. There seem to be some issues with 6.6.
Simply replace 6.1.1 with 6.5.1 in the article.
I don't suspect any hardware issues, as this is a brand new rig with the latest and greatest bus speed.
Moreover, Capture One works flawlessly on it and both creating previews and exporting images is MUCH faster, so it's clearly related to a lousy coding of LR.
I decided to switch completely to Capture One, because it offers much more professional approach to image handling and adjustments.
