If it is a photo you will need to do it in Photoshop not Illustrator. Is it a .jpg or an .ai file?
It's a stock image in an eps file.
What is the image number?
Some times the text is not editable text if it is some fancy custom font. If it is an actual text font and not an image font you should be able to easily edit it with the Illustrator text tools. If you can send my the image number of the image you are referring to I can have a look for you.

Okay, I see what is going on. The text in the image has been converted to a path. This is most likely because the contributor does not have the rights to distribute the font used with the image. Therefore the text is not editable. This is quite common. But have no fear!
1: Open up your layers panel and you will see three layers
2: The top layer has all of the text elements
3: Expand the layers panel. You can can click on any of the eyeballs to see what text is in each layer.
4: Simply delete the layers that you want to change the text
5: Add your own text in place of the old text using the text tool.
