With Show All Files enabled on your Folder Options, go to C:/ProgramData/Adobe/Premiere Elements/14.0/Online/Music Score/All_Lang.
You should see 7 folders named after musical styles (Ambient, Atmospheric, etc.). If you see those folders, than the Scores have been installed and there's something interfering with the program's seeing them. Go to Premiere Elements and under Help select Check for Updates. If you have all of the updates, then you'll just have to wait it out. The music will appear. (It might take a reboot.)
If you don't see the music folders, uninstall and reinstall the program.

I see the folders with 52 files in total inside, they are all named metadata XML about 1kb size am i supposed to see other larger files? i would expect the audio to be larger.

Those XML files are just placeholders. As you add Scores to your project, the actual music files will download and install.
But you should be able to see the Scores in Premiere Elements. If not, I'm not sure what's up.
Can i download the scores manually and add them to the folders?

I still have a problem, it seems i am behind a proxy, can you advice what the server domain is?
