It has been mentioned that :"With Adobe Stock pooled image licenses for teams, license subscrpitions that admins purchase automatically become available to all team members. The team members can check the available number of images in the pool on the Adobe Stock website. Once licensed by a team member, an image can be downloaded by up to 10 members of the team without licensing it again. Users can see, in their license history, all images licensed by the team. Images that have been licensed by a team member are marked with a 'Licensed' badge, which can be seen in the web portal search results as well as in the Creative Cloud Library panel."

In addition to what Rajashree has said, each Creative Cloud for teams member can use images from one shared Stock subscription.
If you only have 1 seat of CCT then only that person can license the images.
I am having the same issue with our account in our Graphics department. Are you saying then that only one person can access the images and distribute them to the team?
We were led to believe that all members of our team would have access to the same license.
Our rep hasn't been very accessible and live Adobe support is difficult to reach.

We have multiple seats for our CC--a team of Artists. What we need is to be able to have each Artist have individual access to the images without having to go through the Admin.
That is what we thought we were getting, however it appears that for the Adobe Stock subscription we have a single license, hence no ability to allow everyone to access images without going through the Admin.
What is the best solution?
As long as your team members have accepted the invitation to the team and the Adobe Stock seat has been assigned to a team member (and has also joined the team) then all team members would have access to the teams Stock licenses. The team members do need to sign into https://stock.adobe.com and confirm they see the team name at the top right of the page.
