From the InDesign Help file on Publish Online:
The published online documents support transparency and other effects with blending modes. The only exceptions are text frames, groups, buttons, objects with animation, and MSOs overlapping with objects containing transparency."

It was explained to me that you should apply the blending mode to individidual objects, not to groups, buttons, etc.
Thanks Steve, I originally added the blend mode, in this case, a multiply to a grey scale Tiff file. I published this and I got the problem. So I searched on here for solutions and found a couple. I have tried them all but none have resolved the issue
If you look at the Toggle thumbnails view on the above link the page views correctly. As it does if you download the file.

What I have done in such cases, I assembled the whole page without text in a separate file. so all transparency objects where together (if text would have had transparency effects, I would have to include that too there), exported that page into the final INDD file as PDF/X-4 and exported that as publish online.
Look at this example:
The smart phone has a blending. If I would place it separately in the final file, I get a red rectangle without interacting with the girl. So I have put the girl and the smart phone together in one file and I have placed this page as PDF/X-4 in the final INDD file, I could easily export it as publish online (and still export it as PDF/X-4, X-3, X-1, interactive PDF, …) without problems.
And for versions in other languages, as the text is not included I needed only to exchange the text.
That could also be a workaround.
But you can try the solution i have mentioned above.

Well spotted, I am not sure how I missed those text fames. I have removed them but the problem persists.
Thanks for that. You gave me the inspiration to create the front cover in illustrator and use the Ai file. that resolved the issue.
As per to me there should be no other case where it should not work.

Ok to resolve the issue of missing modes when publishing online.
You need to follow these steps.
Go to Window,
Scroll down to Output and select Flattener Preview,
The Flattener Preview panel will open.
In that panel, you will see a drop down menu called Highlight.
From the drop down menu select Transparent Options.
This will activate all the other fields in the panel.
In the Presets drop down menu select your chosen Resolution,
Now click Apply Settings to Print.
Now you can export you file to pdf; I exported as a PDF (Print) I am not sure if it will work as a PDF (Interactive).
In the PDF Export menu remember to click on Publish Online at the bottom of the General Menu.
