Make the button a movie clip instead of a button symbol. Put a stop(); action on the first frame of it and then send it to frame 2 on mouse over with action script.
If you need help to do this then give me a shout.

I have encountered a problem. When I try to view the movie "Control - test movie" I don't see any movement. Also, if I attempt to view the library, it shuts down the program completely.
Would I insert my graphic (movie clip) into layer 1 or layer 2?
Your sample started working. Must have been something on this end. I have created the same as what you have, 2 layers and everything looks the same except for the symbol image. But mine still isn't rotating on mouse-over. Any other suggestions?
I just noticed that your image shows a hand on mouse-over, but mine doesn't. What does that tell you?
Noticed something else. Properties on your's has Movie Clip first, then button underneath.
Properties under mine says Movie Clip first, then grayed out. Any ideas?
