The article mentions two methods of restoring preferences—the keyboard shortcut method and the deleting folders method.
Use whichever one you didn't use before. Problems of "interface degradation" can almost always be solved by restoring preferences. As a last resort, you could uninstall and reinstall InDesign.
I've tried both methods of preference deletion/restoration. I would really hate to have to uninstall/reinstall every time this happens. Has this been officially recognized as a bug by Adobe?
There doesn't seem to be an easy way to report bugs. Maybe the site admins could add a new button. It stop some of these recurring threads.
I suspect people are getting a bit tired of resetting preferences, etc.

A bug report button / thread that has a proper response from Adobe. ( Minus the reset your prefs. Do the reset thing more than 10 times and you do get a bit fed up. ).
Here is how it should be.
Customer to Adobe: Hey, I have found this thing, what do I do.
Adobe to Customer: Yep that looks like a bug, we will fix it. Or.
Adobe to Customer: That is a feature, or you need to look at the manuals or here is a link ....... do this that the other.
P. S. I still have a huge button panel after doing the scrubbing of the prefs etc. Not immediately, I have to do some stuff, not sure what triggers it, but it is very annoying.

I totally hear you. Sometimes, staff members show up on the forum (you can tell by the badges by our names), but the best way that I know of to communicate these sorts of issues is through the Bug Report Form.

Actually, if you've been monitoring this forum regularly, you'd see that Adobe staff have been here most days since the release of the update to InDesign CC 2015.4. I have been monitoring every day, and Adobe staff have stepped in many times to offer workarounds or to gather information for possible bugs.
We regret you are facing this problem. We will try to resolve this.
Can you, please, provide some information to help us debug the issue
1. Are you using Mac OS or Windows?
2. What is the screen resolution and screen size of this monitor?
3. Can you share you Preferences Folder(in form of dropbox link) to me(email : email@example.com)?

Thank you for providing this information. We are able to re-produce this in house and working to fix this bug.
As a workaround, does trashing your cache solve your problem?

Yes, deleting the preferences fixes the problem, temporarily.
Did anyone every find a resolution for this? It happens to me every time I have a long hyperlink. Right now my buttons panel is going across 2 monitors. I've trashed my preferences multiple times, but when I have to add/edit hyperlinks, it just goes back and I have to trash my prefs again.
